Implementation as the Benchmark

Research and innovation policy is being put to the test. Freedom acts, new funding logics, and technological priorities must now prove themselves in practice.

With the High-Tech Agenda, Germany has strategically repositioned its research and innovation policy. Technological priorities have been defined, programmes launched, and budgets approved. The political focus is now shifting from defining goals to implementation. The decisive factor is whether instruments, processes, and stakeholders can work together effectively to ensure that research and innovation actually have an impact.

Strategic Research Policy

With the High-Tech Agenda, policymakers are focusing their activities on key technologies. These include artificial intelligence, quantum technologies, microelectronics, biotechnology, and climate-neutral industry and mobility. While scientific excellence remains a fundamental prerequisite, it is increasingly being linked to application, transfer, and scaling. Non-technical and social innovations complement the focus on technology and promote the rapid diffusion of technological solutions.

Innovation Policy Put to the Test

Innovation policy is also undergoing a transformation in its funding approaches. In addition to well established programmes, flexible instruments are gaining importance. Competitive formats, real-world laboratories, and phase-based funding enable faster learning and conscious risk-taking. The focus is shifting from formal compliance towards outcomes and impact. Greater use of monitoring and evaluation, as well as strategic foresight, also contribute to this.

Freedom Acts as Structural Reform

Freedom acts simplify procedures and shift responsibility. Detailed regulations are giving way to a stronger focus on objectives and outcomes. For research and innovation policy, this signifies structural change: funding practices must make use of greater flexibility, rethink governance approaches and systematically focus on impact.

Project Management Agencies at the Centre of Implementation

These changes particularly affect project management agencies. They are the operational interface between political ambition and practical implementation. Modern project management goes beyond programme administration: it involves strategically shaping programmes, connecting stakeholders and supporting innovation throughout the entire funding cycle. Approaches centred on flexibility and impact are therefore not exceptional cases but can be applied more broadly across policy areas.

Dialogue as a Governance Instrument

Effective research and innovation policy does not arise in isolation. Continuous exchange between policymakers, science, industry, and project management agencies is a key part of modern governance. Thematic and innovation policy discourses help to develop strategic perspectives, sharpen priorities, adapt instruments, and improve implementation at an early stage.
